NORTON TOWN COUNCIL

EXECUTIVE SUMMARY

Norton is a town located 40 kilometres south of Zimbabwe’s capital city Harare. The last census (2012) put the population at 55 000 people. However due to the rapid rural to urban migration, the population is now estimated at well over 100 000.

Norton has three dams which run through it making   fisheries the main source of employment in the informal sector. Recently gold deposits have been discovered but mining is still at a very low scale and miners are not yet well equipped to put the mine to its maximum exploitation.

Most industries in Norton have closed due to the economic hardships which were faced by the Country. Most of Norton’s residents work in Harare and they commute to and from Harare every day.

2.0       CORPORATE STRUCTURE (Council and its Committees)

2.1        Norton Town Council was established in May 1994 through proclamation no. 2 of 1994 published in Statutory Instrument 75 of 1994. Before that proclamation, Norton was part of Norton Selous Rural Council.         

2.2        Norton Town Council has thirteen wards Councillors each Councillor representing one ward. Councillors are elected in their respective wards. The term of office of Councillors is five years after which elections are held.

The Councillors make up the Council and are the policy-makers (the equivalent of board members) and may be referred to as the political wing of Council. Councillors are appointed to serve as members of standing Committees. The Council operates with the following standing committees.

-        Housing  and Community services - Headed by Director of Housing

-        Engineering       - headed by Town Engineer

-        Health                - headed by Medical Officer of Health
